What is e-invoicing?
Electronic invoicing is a digital tax invoice created electronically in a structured format. It is important to note that simply scanning or copying a paper invoice does not constitute an electronic invoice.
Understanding tax bills:
There are two main types of tax bills in Saudi Arabia:
Complete tax invoice: Usually issued between businesses (merchant to merchant), and contains all required elements of a tax invoice.
Simplified tax invoice: Usually issued for retail sales transactions (seller to customer), and includes elements of a simplified tax invoice.
How Does electronic billing work in Saudi Arabia?
The Zakat, Tax and Customs Authority implemented the electronic invoicing system in two phases:
Phase 1 (December 4, 2021):
Applies to all taxpayers or those who issue invoices on behalf of registered suppliers for VAT.
Electronic invoices at this stage resemble traditional paper invoices, but they are created through a corresponding electronic solution and may include additional fields specific to the transaction.
Phase 2 (starting from January 1, 2023 – rolled out in phases):
Electronic invoicing solutions require integration (connection) with VAT systems.
Electronic invoices must be created in a specific format approved by the VAT authority.
